France's Hollande points to economic recovery, urges optimism

PARIS (Reuters) - French President Francois Hollande said Europe's second-largest economy was recovering and tried to fight deepening pessimism in an interview on Sunday, two days after ratings agency Fitch stripped the country of its last top-notch credit rating.

He urged the French to be more positive, highlighting a slight rebound in industrial output data, a bump in consumer spending and an improved forecast from France's central bank for growth in the second quarter.

"We must not succumb to self-criticism," Hollande told France 2 TV in a 30-minute live Bastille Day interview in the garden of the Elysee presidential palace.

"For years we have been the most pessimistic country in Europe, in the world even. There are countries at war that are more optimistic than we are."

Commentators have underscored the mismatch between France's economic reality and the pessimism of its people, such as in a New York Times op-ed this week titled "France's Glorious Malaise".

"The recovery is here... The second half (of 2013) will be better than the first," Hollande said.

Nevertheless, France's gross domestic product has been flat and unemployment is at a 14-year high, weighing on Hollande's approval rating despite his efforts to fix the economy with tax credits for businesses and subsidized jobs.

Adding to France's woes, Fitch cut the country's credit rating to AA-plus on Friday from its top AAA rating, citing concerns about its budget deficits, high joblessness and weak economic output.

Economists polled by Reuters on July 4-9 expected job losses to continue and the economy to shrink by 0.3 percent in 2013. That is below a government forecast for 0.1 percent growth this year.

URGES CABINET UNITY

Following the derailing of a train on Friday that killed six people, Hollande pledged to increase investment in non-high-speed train lines.

He also used the interview to try to put an end to a raucous debate over whether to lift a ban on exploring for shale gas in France, saying there would be no such exploration while he is in office.

He also brushed aside recommendations from his own Socialist Party on an upcoming reform of the pension system. It advised hiking contribution rates rather than lengthening the duration of contributions - which is his preferred policy.

"I've never hidden my position," he said, referring to the option of lengthening contribution rates beyond 41.5 years currently. "Everyone is going to have to make an effort."

Two weeks after firing his energy minister for criticizing the budget, Hollande warned his cabinet to show unity or risk failure, reiterating that spending would not rise in 2014, although he did not rule out tax rises.

He also played down his rock-bottom approval ratings - a poll in June showed just 26 percent of those interviewed were satisfied with his performance.

"I'm not looking to be popular. My duty is higher than that," he said.

InterDigital loses first round of U.S. case against Huawei, others

WASHINGTON (Reuters) - Huawei Technologies , Nokia Corp and ZTE Corp did not violate cell phone patents owned by InterDigital Inc , a judge at the International Trade Commission said in a preliminary decision on Friday.

The ITC's final decision in the case is expected to be issued in October.

InterDigital, which buys and licenses patents, had accused the companies of violating seven patents used to make 3G wireless devices. The patents cover conservation of power and ensuring the right data goes to the right recipient, among other technology.

LG was originally part of the case but was removed by the ITC based on a claim by LG that it had a right to arbitration. The U.S. Court of Appeals for the Federal Circuit disagreed, and the issue is pending.

InterDigital asked the ITC to ban the U.S. sale of the three companies' 3G wireless mobile devices. While much of the world is moving to 4G, 3G remains broadly in use.

The ITC, a quasi-judicial federal agency, is a popular venue for patent fights because its docket moves fairly quickly and it can order a sales ban for any device which infringes a patent.

President Barack Obama is to launch a $7 billion US-funded program to double access to electricity for people in sub-Saharan Africa, the first new big bucks initiative of his tour of the continent.?

Taken together, these all signal a shift in US policy that would leave the world?s poorest continent less ?a dependent? or ?a charity case? and more ?a partner,? to use buzzwords that the president has repeated during his visit.?In these times of austerity and sequestration, this new approach to foreign aid ? ?the least popular part of the federal budget,? Obama concedes ? is also cheaper and makes use of innovative joint public-private cash vehicles. ?

This refreshed focus drew on ?the lessons of Nelson Mandela?s life,? the president told reporters on Air Force One?Friday, evoking the man Obama called ?a personal inspiration for me, and an inspiration for the world.??

Mr. Mandela began his fourth week in the hospital?Sunday, struggling to recover from a recurrent lung infection and still in a ?critical but stable? condition.?
His family, and South African President Jacob Zuma, say he has improved from the worst days of last week.

Mandela?s ailing health has overshadowed Obama?s visit to South Africa, but the US president has regularly spoken of links between his new thinking on how to assist Africa and the example set by the anti-apartheid icon.?

?If we focus on what Africa as a continent can do together and what these countries can do when they?re unified, as opposed to when they?re divided by tribe or race or religion, then Africa?s rise will continue,? he said. ?That?s one of the central lessons of what Nelson Mandela accomplished not just as president, but in the struggle to overcome apartheid and his years in prison.?

Help Africans help themselves

These are grand words. In reality, the message is simple: With a more hands-off approach, the US wants to help African countries help themselves, under umbrella themes of better food, better businesses, and better governments.?

On the first leg of his trip, in Senegal last week, Obama focused on food security, dwelling on ways that small-scale farmers ? ?essentially small businesspeople,? he said ? can grow more crops to earn more money.?

There, and again in South Africa, he applauded his hosts? democratically elected governments and their institutional reform agendas, and praised Nelson Mandela for stepping down after just one term.?

In Tanzania?Monday, at a round-table for local CEOs, he will talk trade, and add details of the new electricity access initiative at a visit to a power station outside Dar es Salaam.?

Trade not aid

Together, the aim of the ?trade not aid? mantra is a goal familiar to many back home in the US: making individuals wealthier and businesses more profitable, in societies that respect laws and thus create confidence for new investors.?

It?s capitalism 101. It opens new markets for American goods, too.?

And ? unlike George W. Bush?s immensely popular but immensely expensive HIV/Aids PEPFAR programme ? Obama?s aid plans come with a relatively cheap price tag for US taxpayers.?

The president is very aware of the dilemmas he faces in winning approval back home to spend dollars overseas.?

?Our foreign aid budget is around 1 percent of our total federal budget. It?s chronically the least popular part of our federal budget,? Obama told reporters.??We?ve got budget constraints back home, which means that we?ve got to come up with new and creative ways to promote development and deliver aid. Every dollar that we?re putting in, we?re getting a huge amount of private-sector dollars.

?If we?re working smarter, the amount of good that we can bring about over the next decade is tremendous.?

Too focused on trade?

There have been some criticisms that Obama?s approach during his week-long African trip, which ends?Wednesday, has been too overtly mercantile.?

Speaking to students in Soweto?Saturday, he drew frowns from some in the audience when he said the US would ?far rather be selling you iPods and planes? then intervening militarily to stop atrocities in Africa.?

In fact, perhaps the area least touched on has been security.?

This is despite US defense engagement in Africa soaring under Obama, with the new United States Africa Command, drones flying over Somalia, Ethiopia, and Mali, and American military trainers on the ground in Uganda.?

Obama has made clear that the ?soft? policies he has been trailing in Senegal and South Africa are, ultimately, designed to lift people out of the kind of poverty and oppression that breeds disenchantment and radicalizes.??

?US-led military engagements in Africa [to combat terrorism] are unsustainable, Obama?s right,? says Andrews Atta-Asamoah, senior researcher at South Africa?s Institute for Security Studies in Pretoria.

?In everything ? military, aid spending, lectures on corruption ? the US has to realize its best chance of achieving what it wants is just to support and complement Africa?s own efforts. On this trip, Obama seems to have got that.?

Obama sees no threat in China rivalry for Africa business

PRETORIA (Reuters) - The United States does not feel threatened by the growth of trade and investment in Africa by China and other emerging powers, U.S. President Barack Obama said on Saturday.

Suggestions that he has allowed China to steal a march over the United States in doing business with Africa have dogged Obama's three-nation swing through the continent, but he said the increased Chinese engagement was beneficial for all.

"I don't feel threatened by it. I feel it's a good thing," Obama told a news conference during a visit to South Africa.

The more countries invest in Africa, the more the world's least developed continent can be integrated into the global economy, the first African-American U.S. president said.

"I want everybody playing in Africa. The more the merrier."

China has greatly expanded its reach in Africa since the start of the new century. It overtook the United States as Africa's largest trading partner in 2009, a February report by the U.S. Government Accountability Office (GAO) showed.

China's advantage in trade stems mostly from how much it sells to Africa. Chinese exports to the continent in 2011 were almost triple the level of U.S. exports.

When it comes to investment flows, however, the picture is different. Data for 2007-2011 suggest U.S. foreign investment flows to the region were larger than China's, the GAO said.

"China's role as an investor, aid donor and financier is not outsized," Johns Hopkins University China scholar Deborah Brautigam wrote recently.

"Although Western countries fret about China's growing role in Africa, the United States alone disbursed more official finance to African countries than China did in 2010."

Still, China's influence looms large over the continent, partly because it has been so aggressive in its courtship.

Beijing and Washington should be partners in Africa to foster development and peace, said an official Chinese commentary after Obama's made his remarks.

Obama's stops in South Africa and Tanzania mirror a visit in March by then newly named Chinese President Xi Jinping, which could be seen as rivalry between the two superpowers on the African continent, state-run news agency Xinhua said.

"This mentality belongs to the past. It results from the West's biased perception of China's role in Africa," Xinhua said. "It also misses the bigger picture in which Beijing and Washington, instead of being competitors undermining each other's efforts, can actually work as partners in promoting Africa's development."

RESTING ON ITS LAURELS?

Obama's visit to Senegal, South Africa and Tanzania will bring to four the number of countries in sub-Saharan Africa that the U.S. president has visited in the last four years. He stopped briefly in Ghana in his first term.

In contrast, Chinese presidents and vice presidents have visited 30 African countries over the same period, said Mwangi Kimenyi, a senior fellow at the Brookings Institution in Washington.

There is also a sense that the United States may be resting on its laurels.

"There hasn't really been a presence of U.S. companies since 1994, taking advantage of the new opportunities," Haroon Bhorat, a professor at the University of Cape Town said recently, speaking of South Africa.

"So, you've seen new emerging markets entering into other emerging markets like South Africa and taking advantage of economic opportunities in a way where the U.S., already with a foothold, arguably hasn't done enough."

Obama's aides have argued that he has had two wars and a deep economic crisis to deal with since he took office in 2009.

Obama has also said that U.S. interactions with Africa have included goals of social and political development, unlike those of China, which he said were more narrowly focused on commercial benefits.

"A lot of people are pleased that China is involved in Africa," he told reporters travelling with him on Friday.

"On the other hand, they recognize that China's primary interest is being able to obtain access for natural resources in Africa to feed the manufacturers in export-driven policies of the Chinese economy."

That relationship makes Africa an exporter of raw materials but does not create jobs in Africa and is not a sustainable model over the long-term, he added.

In Pretoria on Saturday, Obama urged African nations to be tougher negotiators in accepting investments from abroad.

"You produce the raw materials, sold cheap and then all the way up the chain somebody else is making the money and creating the jobs and the value," he said.

"Make sure that whoever you're dealing with ... you're getting a good deal that's benefiting the people here and that can help to spur on broad-based development."

"The 2016 election may be far off, but one theme is becoming clear: Republican strategists and presidential hopefuls, in ways subtle and overt, are eager to focus a spotlight on Mrs. Clinton?s age," writes?The New York Times' Jonathan Martin. Everyone from Mitch McConnell to Scott Walker to Stuart Stevens, Mitt Romney's old?lieutenant, have gone out of their way to remind crowds recently that Clinton is 65 years old right now. By the time 2016 rolls around, she'll be 70 years old. That's so many years old. And when you compare Clinton's age to the relatively ripe crop of stars expected to contend for the Republican nomination -- Bobby Jindal (42); Marco Rubio (42); Walker (45); Rand Paul (50); Chris Christie (50) -- well, the Republicans kind of have a point.?

It's not the first time Clinton has faced an attack over her age, either. She's been called wrinkly and dowdy by the Republican press in the past. It was Mrs. Clinton?s husband, then a 46-year-old Arkansas governor, who in 1992 put a fellow young Southerner on the Democratic ticket and implicitly cast the first President George Bush as a cold war relic, ill equipped to address the challenges of a new day. Mr. Clinton then did much the same to Bob Dole, a former senator and World War II veteran, in 1996.

So you can't say the tactic isn't tried and true. But it all adds up to a full course of obstacles facing Clinton heading into 2016. Besides attempting to become the first woman elected President, Clinton will have to overcome being old and, as The Atlantic Wire's Elspeth Reeve explained, quite short. The?diminutive?Clinton is an inch shorter than Rand Paul, the shortest of the Republican candidates, and America historically does not elect short people. She does have one advantage, though: her hair and heels give her the inches to play on an equal field with Christie, her tallest potential foe.?

The iPad mini 2 will debut after the rival Nexus 7 2, but will it gain a Retina Display and be worth the wait? As Google prepares to revamp the seven inch Nexus tablet with improved specs and Android 4.3 Jelly Bean software, those who prefer the iPad mini will continue to have to wait. Prognosticators peg the iPad mini 2 as arriving any time from August to October, but customers who?ve made up their mind to wait may be more interested in learning just what it is they?re waiting for. And screen technology is vital.

While the iPad and iPhone have long held a visible screen advantage over competitors thanks to offering the highest pixel density that the eye can see, Android based devices have been gradually creeping closer to reaching that same ceiling. One phone from Samsung has already gotten there. And while there?s no reason to expect the Nexus 7 2.0 to reach retina display level, particularly in light of its bargain basement price, Apple users are looking for more from the mid priced iPad mini 2.

Just what the Nexus 7 brings to the table may go a long way toward predicting what users can expect from the iPad mini 2. Although it?s not a significant achievement in light of the struggling nature of most Android tablets in general, the small Nexus is the best selling among them. While the iPad mini outsells it by leaps and bounds, the Nexus 7 is a roadmap for what it takes to capture the sub-$200 tablet market, and the new Nexus 7 2 model will show what can be accomplished at the price point. Apple must decide whether it wants the iPad mini to remain a mid priced tablet and boost its desirability with improved specs like retina display or whether it wants to chase the Nexus 7 into lower pricing territory while keeping its specs muted enough to allow it to remain profitable.

Hawke and Delpy remain as charming as ever, and their combined goofiness is more endearing than annoying.

Love is messy here, life cannot be controlled, satisfaction is far from guaranteed. Romance is rocky at best. But romance still is.

Though "Before Midnight" is often uncomfortable to watch, it's never less than mesmerizing - and ultimately, a joy to walk with this prickly but fascinating couple again.

"Before Midnight" is heartbreaking, but not because of Jesse and Celine. It's the filmmakers' passions that seem to have cooled.

Before Midnight is fascinating to watch, and so long as Celine and Jesse are communicating, there's still hope.

How (Jesse and Celine) try to rekindle that flame is what drives Midnight, a film that feels so authentic it's like overhearing a conversation you're not sure you should be hearing.

I'm not sure this is the end of Richard Linklater's 'Before' trilogy. It's perfection just as it is, but then again, Linklater has nine more years to work on the sequel.

Loving words mix with personal attacks, the magic moments with the unintended slights, as we witness the occasional desperation of imperfect people doing the best they can when life moves beyond meet-cute and courtship. That's authentic.

Linklater and his players bring an end to the fantasy and welcome the thrilling ups and bitter downs of reality to this love story.

Like the first two films, it reflects the real world in a way that seems almost preternatural. It's just that, here, the real world is a harsher, more disappointing place.

The duo, clearly so comfortable in their characters' skin, indulge in intelligent banter, sharp humour and emotional truths.

So much better written than contemporary novels, this film is a literary as well as cinematic achievement to cherish. For grown-ups.

As before, it's often very funny, with Jesse and Celine swapping Woody Allen-esque one-liners - nicely snarky, appealingly abrasive.

The acting, the dialogue and direction are superb.

None of the films is faultless in itself, but, tinted with complementary tones, the complete cycle comes as close to perfection as any trilogy in cinema history.

Marvelous. It's impossible to shake the feeling that we are merely eavesdropping on reality. Witty, wise, and -- most important of all -- truly romantic in ways that movies usually aren't.

It's been 18 years since Hawke, Delpy and Linklater introduced us to Jesse and Celine, and their story just gets richer, funnier and more punchy each time we see them. In 1995's Before Sunrise, they were idealistic 23-year-olds.

Hawke and Delpy are as believably real as any screen couple can ever be.

This is one of the few sequels for which the cliche 'eagerly awaited' is truly applicable.

Predictably, it's just as great as the first two.

By the end, Before Midnight inches towards a dawn of charm. But it's a troubled trip.

As an organic experiment in collaboration between actors and director, it is a triumph, co-created and co-owned by Delpy, Linklater and Hawke.

Hawke and Delpy, who are both credited on the script too, have never found co-stars to bounce off more nimbly or bring out richer nuances in their acting.

The performances and dialogue are wonderfully naturalistic; a reminder that the best special effects are often the cheapest.

Before Midnight is about the nature of long-term relationships, and the way love deepens and grows but also finds itself subject to the complications of maturity. Smart, insightful, and poignant.

For those who witnessed Jesse and Celine's tentative getting together as inter railing students almost twenty years ago, it's reassuring to see them still in love.
